On March 7, 2023, Mr. Victor J. Almengor C., Consul General of the Consulate General of the Republic of Panama in Kobe, paid a courtesy visit to President Masahiro Tatsumisago.

This visit was made possible through discussions held in September 2022 between Professor Makoto Tsubota, Vice President in charge of International Affairs, and Professor Toshiyuki Matsui, Vice President in charge of Entrepreneurship, Innovation and Global Education, through the Osaka Prefectural Government. Both OMU Vice Presidents were present at the meeting, where possible future academic exchanges and collaborations with universities in the Republic of Panama were discussed.
