入国時の査証（ビザ）／在留資格証明書（COE)について

日本に入国しようとする外国人の皆さんは、原則として、自国政府の発給する有効な旅券（パスポート）に、日本国政府の発給する査証（ビザ）を取得した上で来日しなければなりません。また、査証を申請するためには、在留資格の取得が必要です。

1.在留資格

在留資格とは、外国人が日本に在留しようとする場合に必要とされる在留の許可です。大阪公立大学に留学する場合の在留資格は、「留学」です。

2.在留資格認定証明書（Certificate of Eligibility, COE）

在留資格認定証明書（COE）は、査証（ビザ）発給申請の際や日本の空港等における上陸審査の際に必要なものであり、受入大学が出入国在留管理局に代理申請を行い、在留資格の認定を受けて受領する証明書です。

3.査証（ビザ）

査証（ビザ）は、日本入国のための条件として外国にある日本大使館または領事館において発給されるものです。
※査証は入国しても支障がないという「推薦」の意味がありますが、入国を保証するものではありません。

4.在留カード

在留カードは、日本の中長期在留者に対し、上陸許可や、在留資格の変更許可、在留期間の更新許可などの在留にかかる許可に伴って法務大臣から交付されるものです。また、在留カードは常に携帯しなければなりません。

5.受験のための入国

受験のために日本に来る場合は、渡日前に、受験する学校の受験票をもって在外日本国公館で「短期滞在」査証を取得しておく必要があります。滞在できる期間は15日、30日または90日です。ただし、査証免除対象国の方は査証申請の必要はありません。
※原則、合格後にいったん帰国して在留資格「留学」の査証を取得する必要があります。
※大阪公立大学では受験のためのビザ取得支援は行っていません。

日本に入国までの手続き

1.大学の担当者からCOE代理申請必要書類について案内

入学が決定次第、必要書類について案内しますので、案内に従って書類を準備してください。

2.必要書類を大学の担当者宛に送付

• 申請期限：入国予定日の約2ヶ月半前～3ヶ月前（目安）
• 申請期限を過ぎて申請した場合、予定日に入国できない可能性があります。
• 申請内容は全て入国審査に関わることですので、くれぐれも虚偽のないように入力してください。

3.大阪公立大学が大阪出入国在留管理局に代理申請を行う

• COEの発給は、出入国在留管理局に申請書類を提出してから約1ヶ月半～2ヶ月かかりますので、提出が入学直前にならないようにご注意ください。
• 審査中に事項確認があった場合又は追加書類の提出が求められた場合、想定以上の時間がかかることがあります。
• 大阪出入国在留管理局にてCOEが発行され、大阪公立大学が受領し、申請人宛にメールで送付します。

※COEの電子化に伴い、紙媒体での発行がなくなり、メール版での発行となります。

4.各自で、日本大使館または日本総領事館へ「留学」ビザの申請

• COEが届いたら、あなたの国の日本大使館または総領事館で「留学」ビザを申請してください。
• COEの有効期間は、交付日より３ヶ月間ですので、COE発行日から3ヶ月以内にビザを取得し、渡日してください。
• 何らかの事情によりCOEが不要になった場合は、速やかに大学までご連絡ください。
• ビザ申請に必要な書類については、在外公館で予め確認してください。

5.航空券の予約

• ビザが発給されたら航空券を予約してください。

※ビザが確実に取得できると分かった時点でチケットを購入することをお勧めします。

• 航空券の予約が完了したら、渡日情報を大学に連絡してください。

6.日本への入国

• 入国前にVisit Japan Web（入国手続きサービス・外部サイト）を予め登録してください。
• 入国時は査証（ビザ）・在留資格認定証明書（COE）を提示してください。

• 上陸空港で在留カードが交付されます。

• 入国の時点でアルバイト（資格外活動）をする予定がある場合は、上陸時の空港でCOEと併せて「資格外活動許可申請書」を提出してください。

Visa/Certificate of Eligibility (COE)

In principle, all foreign nationals who wish to enter Japan must have a valid passport issued by their own government and a visa issued by the Japanese government before coming to Japan. In addition, in order to apply for a visa, you must obtain a status of residence.

1.Status of residence (in Japan)

Status of residence is a permission of stay, required for foreigners who wish to stay in Japan. In the case of studying at Osaka Metropolitan University, the status of residence will be "留学“(eng. Student)

2.Certificate of Eligibility (COE)

A Certificate of Eligibility (COE) is required when applying for visa issuance and at airports in Japan for immigration inspection upon arrival, etc. It is a certificate that the host university applies for and receives from the Immigration Services Bureau after receiving authorization of status of residence on behalf of the applicant.

3.Visa

A visa is issued by a Japanese embassy or consulate abroad as a condition of entry into Japan.
A visa is a "confirmation” that there are no obstacles to entering the country, but it does not guarantee entry.

4.Resident card

A resident card is issued by the Minister of Justice to mid- to long-term residents in Japan upon permission for residence, such as landing permission, permission for change of status of residence, and permission for extension of period of stay. The resident card must be always carried with you.

5.Entry for Examination

If you are coming to Japan to take an entrance examination, you must apply for a "Temporary Visitor Visa" at a Japanese Consulate/Embassy abroad with an entrance examination voucher from the school. The period of stay is 15, 30 or 90 days. However, if you are from a visa-exempt country, you do not need to apply for a visa.
*In principle, you must return to your country once you have been accepted and obtain a visa for "留学(Student)" status of residence.
*Osaka Metropolitan University does not provide visa assistance for entrance examinations.

Procedures up to entry into Japan (admission decision - entry into Japan)

1.Information from university representative on documents required for COE proxy application 

Please follow the instructions and prepare the necessary documents as soon as you are admitted.

2.Send the required documents to the person in charge at the university

Application deadline: Approximately two and a half to three months prior to the planned date of entry (approx.)
If you apply after the application deadline, you may not be able to enter Japan on the scheduled date. Since all information in the application form is related to the immigration examination, please ensure that all details are accurate and that there are no false statements.

3.Osaka Metropolitan University files an application on behalf of the applicant to Osaka Regional Immigration Services Bureau.

It takes approximately one and a half to two months after submitting the application documents to the Immigration Services Bureau to be issued a COE, so please be careful not to submit the documents immediately prior to enrollment.
If there is a confirmation of an item or additional documents are requested during the review process, it may take longer than expected.
The COE will be issued by Osaka Regional Immigration Services Bureau, received by Osaka Metropolitan University, and sent to the applicant by e-mail.
*With the conversion of the COE to electronic format, the COE will no longer be issued in paper form, but in a digital version.

4.Apply for a Student Visa at the Japanese Embassy or Consulate-General of Japan on your own.

Once you receive your COE, please apply for a Student Visa at the Japanese Embassy or Consulate General in your country.
The COE is valid for three months from the date of issuance, so please obtain a visa and travel to Japan within three months of the COE issuance date.
If for some reason you no longer need the COE, please contact the university as soon as possible.

5.Airline Ticket Reservations

Once your visa is issued, please book your airline ticket.
*We recommend that you purchase your ticket as soon as you know for sure that you will be able to obtain a visa.
Once you have booked your airline tickets, please contact the university with your travel date information.

6.Entering Japan

Please register for Visit Japan Web (immigration service) before entering Japan. When entering Japan, please present your visa and Certificate of Eligibility (COE). A residence card will be issued at the airport of landing.
If you plan to work part-time at the time of entry, please submit the "Application for Permission to Engage in Activity other than that Permitted under the Status of Residence" together with the COE at the airport upon landing.
