1.大学フェローシップ創設事業

「科学技術イノベーション創出に向けた大学フェローシップ創設事業」とは(文部科学省HPより)

論文の筆頭著者の約2割を占める博士後期課程学生は、先端研究の現場の重要な担い手であるとともに、次代の科学技術・イノベーションを担う貴重な存在です。今後、高度人材の獲得競争が激化する中で、修士課程から博士後期課程に進学する優秀な人材の確保が不可欠です。
近年、博士後期課程における経済的な不安と研究者としての将来のキャリアパスが不透明であることが相まって、我が国では、博士後期課程に進学する学生が減少し、博士号取得者数も、主要国の中で唯一減少傾向にあります。
修士課程から博士後期課程に進学する優秀な人材の確保を図るため、将来の我が国の科学技術・イノベーション創出を担う博士後期課程学生の処遇向上とキャリアパスの支援を、全学的な戦略の下で一体として実施する大学への支援を実施します。

  • スマート社会を牽引する共創型X-Care課題解決アーキテクト養成(スマート社会分野)

 

取組みの概要

2020年度 文部科学省「科学技術イノベーション創出に向けた大学フェローシップ創設事業」の実施機関として、本学の前身である大阪市立大学及び大阪府立大学が採択されました。

本事業は、

  1. 「量子」を起点に幅広い学問領域の知と価値観に触れ、俯瞰的視点に立ち、既成概念にとらわれない自由な発想に基づいて全く新しい価値創造(パラダイムシフト)を協創できる高度研究人材の育成を目指す量子分野、
  2. 「ナノ科学」を基礎として革新的材料を実現する“マテリアルイノベーション”を通して、研究者としての基礎的なサイエンスと技術の素養、高い専門性、優れた創造性、国際性を具備し、自律的なキャリアデザインを実践でき、未来の科学技術を支える博士人材を育成するマテリアル分野、
  3. 特にヒューマンヘルスケア、プロダクトケア、ソーシャルシステムケアなど、人・モノ・社会・文化に対しその健康性・健全性を把握し、不健康な状態を未然に防ぐとともに、健康状態への迅速な回復を行うことを「X-Care課題」と定義し、それらを多数のステークホルダーとの共創活動により解決する仕組みをデザインする、「共創型X-Care課題解決アーキテクト」人材を養成することを目標とするスマート社会分野からなります。

2.次世代研究者挑戦的研究プログラム

「次世代研究者挑戦的研究プログラム」とは(科学技術振興機構(JST)HPより抜粋)

博士後期課程学生は、我が国の科学技術・イノベーションの将来を担う存在ですが、近年、「博士課程に進学すると生活の経済的見通しが立たない」「博士課程修了後の就職が心配である」等の理由により、修士課程から博士後期課程への進学者数及び進学率がいずれも減少傾向にあるなど、危機的な状況が指摘されています。
すなわち、①我が国の科学技術・イノベーションの将来を担う優秀な志ある博士後期課程学生への経済的支援を強化し、②博士人材が幅広く活躍するための多様なキャリアパスの整備を進めることに、一刻の猶予もなくなりつつあります。
本事業は、このような状況を打破するため、上記の①や②を一体として主体的に行う実力と意欲のある大学について、新たに大学の研究科や研究室など既存の枠組みを越えて優秀な博士後期課程学生の選抜等を行う事業統括を選定し、そのリーダーシップのもと、当該博士後期課程学生に対する様々な支援を実施・展開する大学の取組を国として支援するものです。
事業統括により選抜された優秀な博士後期課程学生は、所属元の変更などのポータビリティを担保した上で自身の自由で挑戦的・融合的な研究に専念し、あわせて当該博士後期課程学生に対しては、生活費相当額及び研究費の支給や、キャリア開発・育成コンテンツ(国際性の涵養、学際性の涵養、キャリア開発、トランスファラブルスキルの習得、インターンシップ等)をはじめとする様々な支援が提供されます。

取組みの概要

本学は 2021年度 国立研究開発法人科学技術振興機構(以降、JST)助成事業「次世代研究者挑戦的研究プログラム」に採択されました。
申請したプログラムは、「リゾーム型研究人材育成プログラム」と称し、博士後期課程・博士課程の学生が専門知の深化・発展の場に留めるのではなく、他の領域・分野の専門知を積極的に吸収したうえで深化・発展させ、多様な専門知を有機的に結合し、社会課題の解決や先導的研究領域の創成、未来の社会像を描出し、それを具現化する能力を醸成する場に発展させることを目的にしたものです。

博士後期課程・博士課程に在籍する学生は、本プログラムを履修することによって、卒業までの手厚い経済的支援を受けることができ、研究に専念できる環境を得ることができます。

1. Fellowship Funding Project

About University Fellowship Founding Project for Innovation Creation in Science and Technology (cited from MEXT Website)

Doctoral students, who account for about 20% of the first authors of the dissertation, are important players in the field of advanced research and are valuable players who will be responsible for the next generation of science and technology and innovation. In the future, as the competition for highly-skilled human resources intensifies, it is essential to secure excellent human resources who will go on to the doctoral course from the master's course.
In recent years, due to financial instability in the doctoral course and uncertain future career paths as a researcher, the number of students going on to the doctoral course has decreased in Japan, and the number of doctoral degree holders is also decreasing which is the only one in the major countries.
We will provide support to universities which tackle these issues as a whole under a university-wide strategy by way of improving the treatment and supporting career paths of doctoral students who will be responsible for creating science and technology and innovation in Japan in the future.

Program Overview

Osaka City University and Osaka Prefecture University, the predecessors of Osaka Metropolitan University, have been adopted as the implementing organizations of the ""University Fellowship Founding Project for Innovation Creation in Science and Technology"" conducted by MEXT in 2020.

This project consists of three programs:

  1. Quantum Science: Our target with this project is to foster high-level researchers who can cooperate with others to create completely novel values “paradigm shifts”—unbound by conventional concepts¬—based on a foundation of comprehensive viewpoints and free thinking.
  2. Materials: This program aims to foster doctoral researchers through "Materials Innovations" based on nanoscience in the material research field for highly demanded energy and healthcare area, who have a fundamental scientific and technical background, advanced subject-matter expertise, superior creativity, and a global outlook as researchers and lead future science and technologies.
  3. Super-Smart Society: In this program, we define "X-Care" issues as those that require discerning and understanding the health and soundness of people, products, society, and culture, especially in human healthcare, product care, and social system care, as well as the prevention of unhealthy conditions alongside a rapid recovery to a healthy state. The goal of this program is to foster “co-creative X-Care problem-solving architects,” who can design systems to solve these problems through co-creation activities with various stakeholders.

2. Support for Pioneering Research Initiated by the Next Generation (SPRING)

About "Support for Pioneering Research Initiated by the Next Generation" (cited from JST Website)

Today's PhD students are expected to shoulder the responsibility for future science, technology and innovation. However, in recent years, the number of students enrolling in doctoral courses is declining due to financial difficulties and concerns over employment prospects.
There is an urgent need to (1) strengthen financial support for excellent aspiring PhD students and (2) promote the development of diverse and engaging graduate career paths.
In order to improve this situation, Support for Pioneering Research Initiated by the Next Generation (SPRING) supports universities or colleges that have the ability and motivation to independently carry out (1) and (2) above, beyond the boundaries of their own graduate schools and laboratories. Each university or college will designate a program officer to select PhD students, and JST will support their efforts to provide and develop various types of PhD student care.
The chosen PhD students can devote themselves to unrestricted, challenging and interdisciplinary research projects, while also being free to change their affiliations and continue receiving support. The program also helps cover students' research and living expenses, and provides career development training. Topics in the latter include international mindset cultivation, interdisciplinary research, transferable skills, internships, and more.
Each program officer forms a management team to make sure their activities are carried out effectively.

Program Overview

We were selected for "Support for Pioneering Research Initiated by the Next Generation (SPRING)" in 2021 by Japan Science and Technology Agency (JST).
This program actively supports students entering doctoral courses with the aim of helping them develop the ability to solve social issues, create leading research fields, and envision and realize a vision of the future for society. In this program, students will not only delve into the specialized knowledge they have cultivated through research and other activities up to the master’s level, but will also be motivated to deeply explore and develop their own research by enthusiastically absorbing expertise from other fields and disciplines, and organically combining diverse and interdisciplinary expertise.
