プログラム全般に関すること

大阪公立大学とは協定の無い海外の大学に在籍していますが、大阪公立大学の交換留学に申請することはできますか？

大阪公立大学の交換留学は、みなさんの在籍している大学が大阪公立大学と学生交換協定を締結している必要があります。交換留学についての案内は該当の大学担当者宛に別途連絡します。

日本語ができなくても、交換留学プログラムに申し込むことができますか？

一部の大学院科目を除き授業はすべて日本語で行われるため、原則日本語能力試験（JLPT）のN2レベル相当以上が必要となります。

日本語能力証明書を提出できない場合はどうすれば良いですか？

所属大学の日本語教員にあなたの日本語能力についての文書を作成依頼し提出してください。

大阪公立大学での受入決定は、どのようにしてわかりますか？また、受入許可証はいつ貰えますか？

春学期は12～1月頃、秋学期は6～7月頃に、受入決定通知を送付します。受入許可証(PDF)の送付については別途ご連絡します。

現在パスポートを持っていないため、申請の際にパスポート写真を提出できません。どうすればいいですか？

氏名の確認ができる公的な書類を提出してください。また、パスポートコピーの提出時期を連絡してください。

交換留学プログラムに申請する際のGPAの条件を教えてください。

協定校からの推薦書をもって判断しますので、GPAの条件は特に設けていません。

申請の時に提出した書類は、原本を送付する必要はありますか？

原本を送付する必要はありません。

交換留学プログラムに必要な費用は何がありますか？

家賃や食費、保険代などの生活にかかる費用が必要です。（授業料、入学金は免除されます）

交換留学の学期開始時期はいつですか？

春学期が4月1日、秋学期が9月24日から始まります。

なお、交換留学生は各学期の試験期間終了後に修了式を行います。試験終了後に授業はありませんので、必ずしも各学期の終了日まで日本に居る必要はありません。

試験が終了してから、セメスター終了日まで時間がありますが、試験終了後も日本に滞在することはできますか？

試験終了後も日本に滞在することは可能ですが、セメスター終了日までに必ず帰国してください。

学生寮に関すること

大学でアパートの紹介をしていますか？

大阪公立大学ではアパート探しのサポートをしていません。ご自身でアパート探しをする必要があります。

ホームステイはできますか？

ホームステイの斡旋は行っていません。ホームステイを希望する場合は自分で探す必要があります。

いつから入寮できますか？

原則、春学期は3月30日以降、秋学期は9月20日以降入寮可能です。ただし、チェックイン可能時間に指定がありますので別途お知らせします。

退寮指定日はありますか？

春学期は3月25日まで、秋学期は9月15日までに退寮が必要です。
※退寮指定日は授業期間と関連していますのでセメスター終了日まで寮に滞在することはできません。

入寮費は返金されますか？

入寮費は返金されません。なお、入寮時には入寮費と別にデポジット（寮費の1か月分）をお預かりします。デポジットは原則として、退去時に未払いがなければ納入義務のある最終月分の寮費の支払いに充当します。

どの寮に入寮するか選べますか？

選べません。交換留学生は原則「I-wingなかもず」のみ入居を申請することができます。ただし、定員の関係で入寮を保証することはできませんので予めご了承ください。

寮に入居前に荷物を郵送することは可能ですか？

事前の郵送は受け付けていません。郵送の必要がある場合は必ず入寮後に郵送してください。

来日に関すること

いつ航空券を購入したらよいですか？

航空券の購入は必ずビザを取得した後にしてください。 ビザが発行される前に航空券を購入し、結果的にビザが発行されなかったり、発行が間に合わなかったりした場合でも大阪公立大学では責任を負いかねます。

学期が始まるどれくらい前から入国できますか？

授業開始日の約1週間前から入国は可能ですが、入寮日までの宿泊場所は各自で手配する必要があります。

持病のため、薬を持って行きたいのですが、医薬品の日本への持ち込みに制限がありますか？

保険に入らないといけませんか？

日本での留学期間中は、国民健康保険（学生負担）に加入することが義務付けられます。

体調が悪いときはどうすればよいですか？

各キャンパスの健康管理センターでは、応急処置のみを受けることができます。 原則、住居の近くにある病院等を受診してください。なお、受診の際には健康保険証を提示してください。

一時帰国はできますか？

留学の在留資格期間内に一時的に帰国したり、他の国へ行く場合には事前に再入国許可の申請をする必要があります。

日本でアルバイトはできますか？

アルバイト等を行う前に必ず資格外活動許可を受ける必要があります。資格外活動許可を取得すれば、在留資格が「留学」であってもアルバイト等の報酬を受ける活動をすることができます。 詳細は下記より確認してください。 https://www.moj.go.jp/isa/applications/procedures/nyuukokukanri07_00003.html

なお、資格外活動許可申請を来日時に空港で行わなかった場合は後日、申請書・在留カード・パスポートを持って、大阪出入国在留管理局へ申請に行く必要があります。申請期間は、2週間～2ヶ月とされています。 そのため、日本でアルバイトをする予定がなくても資格外活動許可申請を事前に行っておくことをおすすめします。

履修、単位、成績に関すること

履修の条件はありますか？

OMUの交換留学生として必要な単位数の上限や下限は特にありません。ただし、交換留学生は留学ビザの要件を満たすために最低週10時間以上の授業時間が必要です。大阪公立大学では1回の授業は90分間で1学期間に15回行われますので、週に5～7コマ程度の科目履修を推奨しています。

授業はどの言語で行われますか？

大学院生の一部科目を除き、原則日本語で行われます。

1科目当たりの単位数（参考）を教えてください。

大阪公立大学の多くの科目は、1科目当たり2単位となります。ただし、一部の科目は2単位ではない科目もありますので、履修登録時に確認してください。

成績証明書はいつ貰えますか？

交換留学期間修了後（＝帰国後）に英字の成績証明書を所属大学の担当者宛にPDFにて送付します。
※英語表記のみ。取得した単位のみの記載。取得年度の表記のみ（前期/後期の表記なし）。

春学期（前期）修了者は9月上～中旬に送付
秋学期（後期）修了者は4月上～中旬に送付

また、半期ごとの成績は成績開示日以降、学内ポータル【UNIPA】にて確認することができます。 ※UNIPAの表示言語を変えることで日本語/英語での表記可能。履修科目全ての評価の閲覧が可能。取得時期（前期/後期）の表記あり。

ビザ、在留資格に関すること

在留資格認定証明書(以下、COE)はどのように取得できますか？

COEの取得については申請時に提出された内容に基づき、大阪公立大学が出入国在留管理局へ代理で申請します。COEの申請方法や必要書類については別途連絡します。COEが発行されましたら、大阪公立大学からメールにてお送りします。

COEはいつ頃届きますか？

以下のタイミングでの送付（メール）を予定しています。 春学期（前期）来日：2月～3月 秋学期（後期）来日：8月～9月 ※COEの発行は出入国在留管理局の審査によるものです。そのため、出入国在留管理局の審査が長引いた場合は、送付が遅れる場合がありますのでご了承ください。

ビザの申請はいつ頃したらよいですか？

在留資格認定証明書（COE）と受入許可書（LOA）が届き次第、各自在外公館（日本大使館・日本領事館）で留学ビザの申請をしてください。申請に必要な書類についてはご自身でビザ申請予定の在外公館に確認してください。

留学ビザ以外でも来日できますか？

日本のパスポートを持っている方を除き、原則留学ビザで来日してください。 その他のビザで入国した後の留学への在留資格切り替えについて、大阪公立大学は責任を持ちません。

在留カードはどこで発行されますか？

関西国際空港での上陸許可の際に在留カードが発行され、受け取ることができます。その他、千歳空港，成田空港，羽田空港，中部空港，広島空港及び福岡空港から入国した場合も同様です。 なお、上記７つの空港以外を利用して入国する場合は、市区町村へ住居地の届出後、2週間程度で届出をした住居地に在留カードが郵送で送られてきます。

Application matters

I am enrolled at an overseas university that does not have an agreement with OMU, can I apply for an exchange program with Osaka Metropolitan University?

For OMU exchange programs, your home university must have a student exchange agreement with OMU. Information on exchange study abroad will be sent separately to the person in charge at the relevant university.

Can I apply for an exchange program even if I don't speak Japanese?

With the exception of some postgraduate courses, all classes are taught in Japanese, so a Japanese language proficiency level equivalent to CEFR B2 or higher is required.

What should I do if I cannot submit my JLPT?

Ask your Japanese language teacher at your university to prepare and submit a document on your Japanese language skills.

How will I know if I will be accepted at OMU? And when will I receive my acceptance letter?

Notification of acceptance will be sent around December-January for the spring semester and around June-July for the autumn semester.You will be contacted separately about receiving yourLetter of Acceptance (PDF).

I currently do not have a passport and cannot submit a passport photo when applying. What should I do?

Please provide official documents confirming your name. Also inform us when you can submit a copy of your passport.

What are the GPA requirements for applying to an exchange program?

There is no specific GPA requirement, as decisions are made on the basis of a recommendation letter from the partner university.

Do I need to send the original documents submitted at the time of application?

It is not necessary to send the original documents.

Matters relating to the academic calendar

When does the exchange semester start?

The spring term commences on 1 April and the autumn term on 24 September.

Please note that completion ceremonies for exchange students are held at the end of each semester's examination period. There are no classes after the examinations, so you do not necessarily have to stay in Japan until the end of each semester.

There is time between the end of my exams and the end date of my semester, can I stay in Japan after my exams?

It is possible to stay in Japan after the examination, but you must return to your home country before the end of the semester.

Matters related to student dormitories

Does the OMU offer apartment placement?

OMU does not provide assistance in finding accommodation outside of campus. You will need to make your own arrangements.

Can I stay in a homestay?

Homestay placements are not offered. If you wish to stay with a homestay, you will need to make your own arrangements.

When can I start living in a dormitory?

In principle, you can enter the dormitory after March 30 for the spring semester and September 20 for the fall semester. However, the check-in time is specified, so we will inform you separately.

Is there a designated date for leaving the dormitory?

You must leave by March 25 for the spring semester and September 15 for the fall semester.
※You cannot stay in the dormitory until the end of the semester because the designated date for leaving is related to the class period.

Will I be refunded the entrance fee?

The entrance fee is non-refundable. A deposit (equivalent to one month's dormitory fee) is required at the time of moving in, in addition to the entrance fee. In principal, if there are no outstanding payments at the time of move-out, the final month’s dormitory fee will be covered using the deposit.

Can I choose which dormitory I will live in?

No you cannot. In principle, exchange students may only apply to live in I-wing Nakamozu. Please note, however, that due to capacity limitations, we cannot guarantee admission to the dormitory.

Can I mail my belongings before moving into the dormitory?

We do not accept mail in advance. If mailing is necessary, please make sure the mail is sent after entering the dormitory.

Matters Relating to Arrival in Japan

When should I purchase my air ticket?

Be sure to purchase your airline ticket only after you have obtained your visa. OMU will not be held responsible in the event that you purchase a ticket before the visa is issued and as a result, the visa is not issued or is not issued in time.

How long before the start of the school year can I enter the country?

You can enter the country about a week before the class start date, but you must arrange your own accommodation until the day you enter the dormitory.

I would like to bring medicine for a chronic illness. Are there any restrictions on bringing medicines into Japan?

Do I have to join an insurance?

Students are required to enroll in the National Health Insurance (student-paid) during their period of study in Japan.

Can I return home temporarily?

You need to apply for re-entry permission in advance if you want to return to your home country temporarily or go to another country during the period of residence for studying abroad.

Can I work part-time in Japan?

Before engaging in part-time work, etc., you must obtain Permission to Engage in Activities Other Than Those Permitted under the Status of Residence. If you obtain permission to engage in activities other than those permitted under the status of residence, you can engage in remunerated activities such as part-time work even if your status of residence is 「Student」

If you did not apply for the Permission to Engage in Activity other than that Permitted under the Status of Residence at the airport when you arrived in Japan, you will need to visit the Osaka Regional Immigration Bureau with the application form, resident card, and passport. The application period is said to take from 2 weeks to 2 months. Therefore, even if you do not plan to work part-time in Japan, we recommend that you apply for Permission to Engage in Activities Other Than Those Permitted under the Status of Residence in advance.

Coursework, credits, and grades

Are there any requirements for enrollment?

There is no upper or lower limit on the number of credits required as an exchange student at OMU. However, exchange students must have at least 10 hours of class time per week to qualify for a study visa. At Osaka Public University, each class lasts 90 minutes and is held 15 times per academic period, so we recommend that students take about 5~7 courses per week.

In which languages are the classes taught?

In principle, all courses are conducted in Japanese, with the exception of some subjects for graduate schools.

How many credits per course (reference)?

Most courses at OMU are 2 credits per course. However, some courses are not 2 credits, so please check when you register.

When can I get my transcript?

After completing the exchange period (i.e., after returning to Japan), a transcript in English will be sent to the person in charge of your university in PDF format.

Students who completed the spring semester (first semester) will be sent in early to mid-September.
Students who completed the fall semester (second semester) will be sent in early to mid-April.

Visa and status of residence matters

How can I obtain a Certificate of Eligibility (COE)?

To obtain a COE, OMU will apply to the Immigration Services Bureau on your behalf based on the information submitted at the time of application. We will contact you separately about how to apply for a COE and the necessary documents. When a COE is issued, OMU will send you an email.

When will I receive my COE?

The following timings are scheduled to be Sent by email.
Commencing Spring semester (First): Middle- Late February
Commencing Fall semester (Second) Visits Japan: Late July - Early August
※The issuance of a COE is based on the examination by the Immigration Services Bureau. Therefore, if the examination by the Immigration Services Bureau is prolonged, the delivery may be delayed.

When should I apply for my visa?

As soon as you receive your Certificate of Eligibility (COE) and Letter of Acceptance (LOA), you will need to apply for a student visa at your embassy or consulate. Please check with the embassy or consulate where you plan to apply for a visa.

an I come to Japan with a visa other than a student visa?

In principle, all students must come to Japan with a college student visa, except for those who have a Japanese passport.OMU will not be responsible for switching your visa status to Student after you have entered Japan with any other visa.

Where can I get a residence card?

A resident card will be issued and received upon landing permission at Kansai International Airport. The same applies when entering Japan from New Chitose Airport, Narita International Airport, Tokyo International Airport (Haneda), Central Japan International Airport Centrair, Hiroshima Airport, and Fukuoka Airport. If you enter Japan using airports other than the above seven airports, your residence card will be mailed to the registered address in about two weeks after you apply for residence at the municipality of your residence.
